Lynn Sicade is the Director of the Office of Multilateral and Global Affairs in the Department of State’s Bureau of Democracy Human Rights and Labor (DRL). She has served as a delegation member to multiple UN and OAS human rights venues. She has authored several UN resolutions, including the resolution that created the special rapporteur on freedom of assembly and association. Her office handles numerous issues including, democracy and governance, business and human rights, vulnerable groups, human rights vetting for visas, Internet Freedom, and UN human rights policy.
Ms. Sicade joined the US diplomatic corps in 1990 and has served in El Salvador, London and Washington DC. In Washington she held the position of Senior Aide to the Special Envoy to Argentina, Brazil, Chile, Ecuador and Peru. As Senior Aide, Ms. Sicade earned a superior honor award for “extraordinary contributions to the peace negotiations between Ecuador and Peru.” She has also earned four superior honor awards and three meritorious honors from DRL for her work on human rights issues.
Prior to joining the Department of State, Ms. Sicade was a legislative assistant to the Speaker of the California Assembly. She holds a Juris Doctor from UCLA and a Bachelor of Arts in history from Biola University.
Born in Tacoma, Washington, Ms. Sicade has also lived in Alaska, California, Louisiana, Maryland and Virginia. She is half Athabascan (Alaska Native) and half Scottish with stock in SeaAlaska. She lives in Silver Spring, Maryland with her wife, Amber Newsum Sicade.
